Take the left road that goes up and once you’re at the top, look to your right and the anchor will be on top of a stone that overlooks the way to The Outskirts.
Another way to visualize it is that it’s on the opposite side of the ship from where Xur spawns when he’s in the EDZ. The Ascendant Anchor will be on the cliff up and to the left that overlooks like road. #2: Head to the NW corner of the Winding Cove and take the road that loops around that back wall.
